Information for Metal Fabrication and Finishing Facilities

The Southwest Clean Air Agency (SWCAA) is providing this information because your facility may be subject to a new EPA regulation, 40 CFR 63 Subpart XXXXXX National Emissions Standards for Hazardous Air Pollutants (NESHAP) Area Source Standards for Nine Metal Fabrication and Finishing Source Categories.


Regulation

This regulation applies to you if you primarily engage in the operation in one of the following nine source categories:

  • Electrical and Electronic Equipment Finishing Operations (SIC 3621 & 3699, NAICS 335312 & 335999)
  • Fabricated Metal Products (SIC 3499, NAICS 332117 & 332999)
  • Fabricated Plate Work, Boiler Shops (SIC 3443, NAICS 332313 & 332410 & 332420)
  • Fabricated Structural Metal Manufacturing (SIC 3441, NAICS 332312)
  • Heating Equipment, except Electrical (SIC 3433, NAICS 333414)
  • Industrial Machinery and Equipment Finishing Operations (SIC 3531 & 3533 & 3561, NAICS 333120 & 333132 & 333911)
  • Iron and Steel Forging (SIC 3462, NAICS 332111)
  • Primary Metals Products Manufacturing (SIC 3399, NAICS 332618)
  • Valves and Pipe Fittings (SIC 3494, NAICS 332919)

Rule

This rule sets requirements for the following five industrial processes if the process uses or emits cadmium, chromium, lead, manganese and nickel (Note that you must submit an Initial Notification if you primarily engage in the nine source categories listed above, even if you do not currently perform any of these regulated processes):

  • Dry Abrasive Blasting
  • Dry Grinding and Dry Polishing with Machines
  • Dry Machining
  • Spray Painting (Note that if you are subject to this rule, you are not subject to Subpart HHHHHH – National Emission Standards for Hazardous air Pollutants: Paint Stripping and Miscellaneous Surface Coating Operations at Area Sources)
  • Welding
